Registration of Public Organizations Using a Model Charter on the Diia Portal Eliminates Bureaucratic Obstacles

The state continues to transfer services for civil society into a digital format to simplify administrative procedures as much as possible. On the Diia portal, a service for registering public organizations using a model charter has been launched. This tool allows newly created and existing associations to work with a ready-made template of the main document, which fully complies with all laws. This decision saves time for activists and allows them to focus exclusively on the implementation of useful projects.

Why Own Charters Create Difficulties

Many organizations work with documents that they wrote several years ago. Legislation is constantly updated. When an organization wants to change its director or add a new direction of work, the state registrar begins to read out every word of the old charter. Often, inconsistencies with new laws are found there. This leads to a halt in the process, official refusals, and the need to pay lawyers to correct the text. The model charter was developed by employees of the Ministry of Justice of Ukraine. The text complies with all norms, so the registrar simply cannot find mistakes or refuse due to incorrect formulations. An important bonus is the automatic receipt of non-profit status due to one mark during the preparation of the electronic application.

Simple Setup of Rules of Operation

A ready-made template leaves enough space for choosing convenient working conditions. Founders can take a standard text or assemble their own version from the proposed blocks. The system contains over thirty ready-made areas of activity. The management of the organization can also be customized. This can be one person as the director or a group of people who form the board. The founders themselves determine the number of board members, the terms of their powers, and the frequency of holding general meetings. Correctly chosen areas of activity help to receive funding. Soon, the profile ministries will open new grant programs, and organizations with relevant areas in the model charter will be able to easily participate in them.

Understandability for Donors and Partners

Working with a document approved by the state makes the organization’s activities as transparent as possible. International donors, grantors, and government agencies carefully study documents before allocating funds. The standard charter does not contain hidden conditions or vague formulations. This inspires trust in partners, accelerates the verification of the organization, and significantly simplifies the process of attracting funding for large initiatives.

Step-by-Step Registration on the Diia Portal

The transition process takes place entirely online and requires the presence of an electronic signature of a legal entity. The initiator enters the Diia portal, finds the necessary service, and authorizes. The system automatically pulls up the organization’s data. Then, you need to specify the number of meeting participants and fill in the information about each of them, including passport data, tax number, and address. After that, the text of the charter is formed. The user selects the current governing body and appoints people to positions. At the final stage, the system generates an application, a meeting protocol, and a charter, which the initiator signs with their electronic key.

Remote Signing and Results

The new service allows all meeting participants to approve documents remotely. As soon as the initiator applies their signature, other participants receive notifications to their email and personal accounts on the Diia portal. Each person follows the link, reads the formed documents, and signs them with their own electronic signature. The collected package is automatically sent to the state registrar. Processing takes three working days. The result comes to the mail and appears in the user’s account. The developers continue to improve the service and plan to add a function to edit the selected charter points in the future.
