In 2025, the Ombudsman’s Office received 267 reports of possible manifestations of discrimination based on health status and disability, reported the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmitry Lubinets.
There were also 153 complaints last year about the restriction of the right to an accessible environment.
This year, the Office has already received 153 reports of discrimination based on health status and disability, and 47 reports of lack of accessibility. The dynamics show that the number of such complaints is increasing.
Inaccessible transportation. An institution without access. A service that “exists” but is actually inaccessible. Education, work, information – which become a test instead of a right.

Lubinets noted that the Office responds not only to individual cases but also works to change the environment as a whole.
Among the priorities are identifying systemic barriers, monitoring accessibility of the environment and services, responding to human rights violations, as well as forming a culture of respect, equality, and accessibility.
