IDP Assistance in 2026 — Who Will Receive 2000 and 3000 UAH and Why the Application Must Be Submitted by June 1

The Cabinet of Ministers has changed the rules for calculating assistance for internally displaced persons (IDPs), and these changes directly affect the money that families of displaced persons will receive for the months that have already passed this year. The key date for all those who want to receive payments retroactively is June 1, 2026. Those who submit an application before this day will have assistance calculated from February 1, and in some cases, from January 1. Those who apply later will receive funds only from the month of application, and the money for the previous period will be lost.

This concerns Resolution No. 390 of March 18, 2026, which updated the Procedure for Providing Assistance to IDPs. The document expanded the circle of recipients, restored the right to payments for families with children, and extended the overall period of support. Let’s figure out what exactly has changed, who is affected, and how to apply for assistance to meet the deadline.

What has Resolution No. 390 changed

The most noticeable change concerns the children of displaced persons. Now, assistance for a child from among the IDPs is appointed regardless of the parents’ income — provided that the family meets the property criteria, actually lives at the specified address, and the child is studying at their place of residence. Previously, the family’s income could deprive the child of payments, which is why many families were left without support.

The second important point is the duration of assistance. The maximum number of six-month periods of payments has been increased from four to five. In practice, this means that the most vulnerable categories of displaced persons will receive state support for half a year longer than the previous rules allowed.

Changes have also affected those whose payments were previously stopped. Due to the increase in the subsistence minimum, the income threshold for assigning assistance has also increased. Therefore, pensioners and disabled persons who lost their right to assistance due to formal excess of income can now submit documents for review and restore their payments.

Separately, the government clarified the rules for student-displaced persons over 18 years old. Now, an adult student, even if they live with their parents, is considered a separate family, and their right to assistance does not depend on their parents’ income. This norm eliminates the situation where adult students could not formalize support due to the family’s total income.

How much is paid and who is eligible for assistance

The resolution did not change the amounts. An adult from among the IDPs receives 2000 UAH per month, and children and people with disabilities receive 3000 UAH. The income threshold for assigning assistance is 10,380 UAH per person, which corresponds to four subsistence minimums for the disabled.

The right to payments is held by displaced persons who were displaced or re-displaced from January 1, 2022, as well as those whose housing was destroyed or damaged to a state unsuitable for living. The status of an IDP itself does not guarantee automatic payment. If a family received the status before 2022 and did not re-displace after the start of the full-scale invasion, they will not have the right to assistance if their housing survived. For those who lost their home, the state offers separate housing tools — for example, the eOselya program for IDPs and preferential loans for housing for displaced persons.

Property criteria remain the filter that narrows down the circle of recipients. Assistance is not assigned if the family acquired a car under five years old, has deposits of over 100,000 UAH, or made other large purchases during the last months before applying. The appearance of a newborn in a family of displaced persons also does not automatically grant the right to payment — assistance for the baby is possible only when the parents themselves meet the criteria for the date of displacement or destroyed housing.

Why June 1 is a critical date

The deadline of June 1, 2026, did not appear immediately. Initially, the government set the deadline for submitting applications for May 1, and later extended it by another month so that more people could submit documents in time. This date is tied to the mechanism of retroactive calculation.

The logic is simple. If an application is submitted before June 1, payments for children will be calculated from February 1, 2026, i.e., the family will receive money for the months that have already passed. For pensioners and disabled persons who previously had their payments stopped, the retroactive calculation is made even from January 1, 2026. If the deadline is missed, assistance will be assigned only from the month the person applied, and it will be impossible to recover the money for the previous period.

For a family with a child, the difference is significant. A payment of 3000 UAH per month for four months retroactively is 12,000 UAH, which the family will simply not receive if they submit an application late. Therefore, experts advise displaced persons not to delay and focus only on official decisions that have already come into force.

How to apply

An application for assistance is submitted to the territorial body of the Pension Fund of Ukraine. This can be done in several ways: in person at the Pension Fund service center, through the administrative services center, through an authorized person of the local council, or online on the Pension Fund’s web portal from April. Online application through the Pension Fund portal allows you to formalize support without a visit and queues, and you can check the status of an already submitted application and assigned payments in the “Diia” application.

If a person does not yet have the status of an IDP, they must first obtain it — this is done through the “Diia” application or at the Administrative Services Center. Only after formalizing the status through “Diia” can you submit documents for assistance itself. The application must be accompanied by proof of identity, information about the family composition, and other documents, the list of which depends on the specific situation of the family.

Before applying, it is worth checking whether the family meets the property criteria, as non-compliance with these conditions is most often the reason for refusal. If payments were previously assigned and then stopped due to excess income, after the threshold increase, it makes sense to submit documents again — the right to assistance may have been restored. State assistance for housing is not the only source of support: some displaced persons combine it with job opportunities for IDPs and programs of international organizations.

Resolution No. 390 does not change the amounts that displaced persons receive, but it opens access to support for those who previously lost it and allows recovering money for the months that have already passed. The deadline remains crucial: an application submitted before June 1 means payments from the beginning of the year, and an application submitted later — only from the month of application.
