The Ministry of Social Policy is changing the distribution mechanism for children’s rehabilitation vouchers: new measures for frontline regions

The Ministry of Social Policy of Ukraine has announced changes to the distribution mechanism for children’s rehabilitation and leisure vouchers, specifically for the Children’s Center “Artek.” The new approach will prioritize distributing vouchers to regions affected by active combat. This decision is part of a new state policy strategy aimed at enhancing support for children impacted by the conflict.

Key changes include:

  • Priority for Affected Regions: Vouchers for the Children’s Center “Artek” will now be allocated first to regions in active combat zones. Previously, vouchers were distributed based on overall need but limited to 50% of the actual number per shift. The new approach ensures these regions receive more vouchers, helping children in difficult conditions find support and recovery.
  • Proportional Distribution: If there are unused vouchers after allocation to frontline regions, they will be distributed to other regions. This distribution will be proportional to the needs of other areas, optimizing resource use and providing more children with the opportunity for rest and recovery.
  • Expanded Categories: Changes also include expanding the categories of children from frontline regions eligible for free stays at “Artek” funded by the state budget. Now, not only children living in conflict zones but also those needing special social attention and support under Article 1 of the Ukrainian Law “On the Rehabilitation and Leisure of Children” will be eligible for vouchers.

These changes have been positively received by both parents and social workers. The new measures are expected to improve conditions for children from affected regions and ensure a more effective distribution of resources, allowing more children to access quality rest and rehabilitation.

The implementation of these new measures will begin soon, and the Ministry of Social Policy hopes this will be a significant step toward improving conditions for children in greatest need of support.
