More than 320 Ukrainians have received state microgrants under the Vlasna Sprava programme to launch or develop businesses in the creative sector. The total amount of support has reached 119.7 million UAH, with 500,000 UAH being the most common grant size.
The business plans submitted show that most entrepreneurs are developing existing ventures or scaling up their ideas. These are mostly small but flexible businesses that quickly adapt to wartime conditions and focus on creative, digital or service-based offerings.

The largest number of applications under Vlasna Sprava came from entrepreneurs in Kyiv, Lviv Region and Kyiv Region. Odesa and Dnipropetrovsk regions were also among the leaders, while notable interest was shown in Vinnytsia, Khmelnytskyi, Cherkasy, Rivne and Ivano-Frankivsk regions.
This shows that small business is developing across the whole country.
Grants are most often sought by businesses in design, advertising, marketing and photo and video services. Entrepreneurs are also actively applying for support for educational cultural projects, creative studios and individual artistic activities.
Other popular areas include the production of audiovisual content, architecture and design, publishing, and craft production — in particular jewellery making.
Around 64% of applications were submitted by women, with men accounting for 36%.
Under the Vlasna Sprava programme, entrepreneurs can receive up to 1 million UAH for their business.
The funds can be used for:
- creating new cultural products and services;
- purchasing or renting equipment;
- software;
- marketing and advertising;
- paying rent for premises.
Grants exceeding 500,000 UAH require co-financing: 70% is provided by the state and 30% is invested by the entrepreneur.
Applications can be submitted via the Diia portal, and consultations are available at employment centres, Made in Ukraine offices or by calling the 1518 contact centre.
