The Government Approves State Programme for the Development of Volunteering in Ukraine until 2030

The Cabinet of Ministers has approved the State Targeted Social Programme for the Development of Volunteering in Ukraine until 2030. The draft was prepared by the Ministry of Social Policy, Family and Unity.

The document was developed to implement the 2025-2026 Action Plan of the National Strategy for the Promotion of Civil Society Development in Ukraine for 2021-2026 and the corresponding Concept.

The programme sets out the main objectives and steps for the development and support of volunteering, and introduces a mechanism for recognising organisations that engage volunteers in their work.

Among its key goals are bringing individual initiatives together into a single network and establishing ongoing dialogue between the state and volunteers. The programme will also provide assistance to the families of volunteers who have lost their lives.

According to the Ministry of Social Policy, 74% of Ukrainians took part in volunteering in 2022, falling to 37% in 2023 and 27% in 2024.

Volunteers don’t need to be told why they should help. They come together when every hour counts and take on tasks the state system cannot address quickly enough. The aim of this programme is to support that strength wherever it is truly needed.

No additional funding will be allocated from the state or local budgets for the programme – it will be financed within existing budgetary allocations and from other sources of funding not prohibited by law.
