Ukrzaliznytsia and the European Bank for Reconstruction and Development (EBRD), with the support of the European Union, have signed two grant agreements totalling €54 million.

The funds will be directed towards three priorities – improving accessibility across the railway network, developing in-house electricity generation, and launching a corporate university.

The first agreement provides €10 million to improve station accessibility. Lifts and escalators will be installed on platforms 2 and 7 at Kyiv’s Central Station, while work to create a barrier-free environment on platform 2 is already under way.

Part of the funding will also go towards making Lviv’s railway station more inclusive and rolling out clear visual wayfinding at key stations across the country.

The second agreement, worth €41 million, covers the purchase of gas-piston power plants with a combined capacity of 75 MW. This will enable the company to keep operating during blackouts, reduce its reliance on backup diesel locomotives, and cut fuel consumption.

With this €54 million grant, together with our donors and Ukrzaliznytsia, we have covered three important areas: accessibility, energy independence, and the development of human capital. Particular emphasis is placed on supporting veterans, inclusivity, and creating an environment in which every employee has the opportunity to grow.

– Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine.

A further €3 million will be invested in the UZ Academy – a corporate university that will train and develop railway employees.

The training facility is planned to open at one of the railway sites in Kyiv, with the option to expand it later.

The agreements were originally negotiated in July 2025 at the Ukraine Recovery Conference (URC) in Rome.
