Around 2 million Ukrainians have already taken advantage of the state fuel cashback scheme, which was introduced in March 2026 against the backdrop of rising global energy prices. The initiative has become one of the tools for providing short-term support to motorists and stimulating consumer spending.
The programme was launched on 20 March as part of a broader state policy of socio-economic support for the population. It allows users to receive a refund of part of their fuel costs, which can amount to up to 1,000 hryvnias per month. This form of assistance is aimed at regular car users, for whom fuel costs remain one of the key items in their budget.
According to Oleksii Sobolev, Minister of Economy, Environment and Agriculture, over 322,000 new users have joined the scheme since its launch. On average, more than 150,000 drivers use the cashback scheme every day. The trend indicates high demand for direct financial support tools amid economic instability and fluctuating energy prices.
The programme runs until 1 May 2026 and is part of the ‘National Cashback’ state initiative, which already has over 4.5 million active users. The government views this mechanism as a way to support domestic demand and partially offset household expenses.
Market experts note that such programmes may have a short-term effect for consumers, whilst placing an additional burden on the budget. Further decisions on extending or scaling up the initiative will depend on the economic situation and price conditions on global fuel markets.
