Smartphones Without Fear: How Ukrainian Libraries Are Becoming Digital Hubs

Key points:

  • Over the past year, 18,000 Ukrainians have acquired digital skills through library programs.
  • The level of uncertainty among users has dropped from 45% to 3% following the training.
  • Librarian coordinators have been trained to work with artificial intelligence and complex queries.
  • The updated Diya.Osvita map features nearly 2,500 inclusive hubs.
  • The project is funded by Sweden and supported by UNDP and the Ministry of Digital Transformation.

Traditional libraries across the country have been transformed into Digital Education Hubs, where everyone is taught how to use gadgets. Last year alone, 18,000 Ukrainians took advantage of this opportunity. In April 2026, the next phase of training began, aimed at making government and everyday services accessible to people of all ages.

The project’s main goal is to restore people’s confidence. According to the Ministry of Digital Transformation, while nearly half of visitors feared “pressing the wrong button” before visiting a hub, after consultations, only 3% of participants still feel that fear. In libraries, they don’t teach programming, but rather basic skills: how to submit meter readings online, make a doctor’s appointment via smartphone, or safely communicate with family members on messaging apps.

Advice is provided by professional coordinators. Over a thousand librarians have undergone special training, even mastering how to work with artificial intelligence. This allows them to explain complex technologies in simple terms, taking into account each person’s needs.

You can find a comfortable learning space on the updated map of the Diya.Osvita platform. It features nearly 2,500 locations. Using convenient filters, it’s easy to select a venue with ramps, high-speed internet, or even a children’s corner. Free consultations are available to anyone who wants to make their life in the digital world simpler and more comfortable.
