Ukraine Plans to Cut Taxes on Housing Income So Owners Can Pay Without Fear

Ukraine is preparing amendments to the Tax Code that could reduce the tax burden on homeowners. This was stated by Larysa Stavynoha, President of the Ukrainian Real Estate Professionals Association, in an interview with NMN (Humanitarian Media Hub).

According to her, the changes concern personal income received from housing-related transactions. At present, apartment owners are required to pay 18% personal income tax and an additional 5% military levy. Together this amounts to about 23 percent, which many people see as too high and too complicated. As Stavynoha explains, this is why most owners in practice do not pay these taxes, fearing that the state may later collect the full amount retroactively.

Discussions are already underway about significantly lowering the tax rates. Initially, a model of 5% plus 5% was mentioned, while current talks focus on a 7% rate combined with a 5% military levy. There are no final decisions yet, but the fact that the government is seriously considering tax reductions is already an important signal for the market.

The Ukrainian Real Estate Professionals Association is also involved in this process. The organization works with the Ministry for Communities and Territories Development as part of a dedicated working group and has already submitted its recommendations. According to Stavynoha, the idea is straightforward: reduce taxes, make them clear and easy to pay, and establish effective administration and control.

She believes that this approach would benefit everyone. The state would receive a stable and additional source of revenue, while property owners would gain peace of mind and assurances that they would not have to pay extra tens of percent after the fact.

The president also noted that the culture of paying taxes in Ukraine is gradually changing. Against the backdrop of the war and constant discussions about responsibility and personal contribution, people are becoming more conscious. She says that even now many Ukrainians are voluntarily paying their taxes, despite the current conditions. If the rules become simpler and fairer, that number is expected to grow further.
