How to claim reimbursement for rehabilitation aids in Ukraine

In Ukraine, there is a mechanism in place for reimbursing the cost of assistive rehabilitation devices purchased by citizens at their own expense. The state reimburses these costs up to the established price limits, provided that the prescribed procedure is followed and the necessary documents are submitted.

The basis for reimbursement is a medical assessment confirming the need for the rehabilitation device. Such a document may be issued by a multidisciplinary rehabilitation team, a medical advisory board, a military medical board, or a medical expert board of the State Emergency Service. An extract from a decision containing recommendations on the provision of rehabilitation aids, drawn up by a team assessing a person’s daily functioning, is also acceptable.

Once the assessment has been received, the person may independently select and purchase the necessary aid. Costs are reimbursed in part or in full within the price limits set by the state for each type of product.

To apply for reimbursement, you must submit an application and documents confirming the purchase. This can be done online via the e-portal or in person at an administrative services centre, a social protection agency or a branch of the Fund. A payment receipt must be attached to the application. In the case of purchasing prosthetic and orthopaedic devices, orthopaedic footwear or care aids, an invoice specifying the characteristics of the product and its components is also required.

You must apply for compensation within six months of the purchase. During a state of war or a state of emergency, this period is extended to twelve months. The same timeframe applies to military personnel.

Once the documents have been verified, the funds are transferred to the applicant’s bank account or sent by postal order. The compensation scheme is designed to reduce the financial burden on people who require rehabilitation aids and to ensure access to the necessary support.
