Oschadbank and Ukrzaliznytsia have launched a new mortgage lending model in which the employer partially covers the employee’s costs. The programme operates under eOselya.
Ukrzaliznytsia will cover costs for its employees with internally displaced person (IDP) status.
The programme provides for:
- coverage of 20% of the down payment on housing worth up to UAH 2 million – if the payment does not exceed 30% of the property’s value;
- coverage of up to 30% of monthly instalments on the loan principal and interest – during the first three years of lending;
- financing by Ukrzaliznytsia of part of the advance payment before the agreement is signed – this option will be launched soon.
As of April 2026, Oschadbank has issued 8,839 loans totalling over UAH 14.6 billion and accredited 85 properties under construction. This is the highest figure among the banks participating in the programme.
The Ministry of Economy said that more than 25,000 loans totalling over UAH 43.5 billion have been issued under eOselya.
Military personnel and representatives of the security sector make up 48% of borrowers. Another 27% are citizens who did not previously own their own home. Doctors, teachers and IDPs each account for 7%, while veterans and researchers each account for 2%.
49.4% of mortgage loans have been issued in Kyiv and the Kyiv Region. Next in terms of activity are the Lviv, Ivano-Frankivsk and Vinnytsia regions.
