More than 400 IDPs will be able to benefit from a preferential housing programme run by Derzhmolodzhytlo to purchase housing

More than 400 internally displaced persons (IDPs) will be able to benefit from preferential conditions to purchase housing under the state programme “Housing for IDPs”, implemented by Derzhmolodzhytlo.

During the 25th selection stage, which took place as a live online broadcast, 425 participants were selected and granted eligibility for a preferential mortgage loan. The selection was carried out randomly using a number generator approved by international partners.

This stage became possible after the International Organization for Migration transferred the first tranche of €7.5 million. The funds are provided under an agreement signed in March 2026 with the support of the Ministry for Communities and Territories Development of Ukraine.

The total budget of the programme is €33 million.

The total amount of mobilised international funding has already exceeded €125 million, and we continue to work systematically with partners to expand it.

According to Kozlovska, the programme operates as a revolving fund: repayments on loans are redirected into new loans. This allows for an increase in the number of participants and additional funding for future stages.

The largest number of selected participants across 24 regions and the capital is in Kyiv and the Kyiv region – 223 people. They are followed by Odesa region – 41 participants, Dnipropetrovsk region – 22, and Cherkasy region – 21.

In Lviv region, 17 participants were selected; in Chernivtsi region – 11; Poltava region – 10; and in Vinnytsia and Kharkiv regions – 9 each. In the other 15 regions, the number of selected participants ranges from 1 to 8.

Participants can choose housing in any region of Ukraine, except for temporarily occupied territories and active conflict zones. The preferential terms include:

  • a 3% annual interest rate;
  • a repayment term of up to 30 years;
  • a housing area of up to 52.5 m² for a household of 1–2 people, plus 21 m² for each additional family member.

Regional offices of Derzhmolodzhytlo will inform selected participants about next steps and required documents in the coming days.
