The Cabinet of Ministers has approved a resolution on the reallocation of part of the state budget for 2026. The Ministry of Education and Science will direct over UAH 2.5 billion to fund increased salaries for university lecturers financed from the budget.
The increase amounts to 30% and has been effective since 1 January 2026.
The reallocated funds are intended to compensate for payments that universities and academies have already made since the beginning of the year under temporary monthly allocations.
The resolution applies from 1 January 2026. This reallocation covers the need for expenses on the 30% salary increase from the beginning of the year and compensates payments already made by institutions under temporary monthly allocations from the general fund. In other words, from 1 January, lecturers at our universities and academies receive increased salaries, and the necessary resources to continue these payments are now secured within the relevant budget programmes. Funding for this increase from the general fund will continue.

The Ministry also noted that universities should carefully plan expenditures from the special fund to ensure that all lecturers receive the increased salaries without exception.
The next salary increase of 20% is planned for 1 September 2026.
