Kyiv plans to increase the scope and budget support for co-financing programmes aimed at improving the energy resilience of residential buildings. This was announced by Petro Panteleiev, acting First Deputy Head of the Kyiv City State Administration, during a briefing at the “Kyivinform” press centre.
This year, 113 applications totalling almost UAH 400 million were submitted for the “70/30%” energy efficiency projects competition for condominium associations (OSBBs) and housing cooperatives (ZhBKs).
Given the high demand, the city plans to adjust the funding to fully meet residents’ needs.
These projects help buildings increase their autonomy and reduce the risk of service interruptions during winter.

Kyiv currently operates five co-financing programmes for major repairs, modernisation, and energy efficiency in residential buildings:
- the “70/30%” energy efficiency projects competition for OSBBs and ZhBKs;
- partial reimbursement for independent energy sources (generators, solar stations, inverters, etc.);
- co-financing of major repairs in apartment buildings;
- a revolving fund providing preferential loans and credits;
- a programme offering one-time financial support to newly established OSBBs.
Panteleiev emphasised that under these programmes, residents can purchase independent power sources, implement energy-resilient projects, and maintain the operation of basic utilities during power outages.
