A mandatory level of English proficiency has been established for civil servants and heads of educational institutions

The Cabinet of Ministers of Ukraine has approved new English language proficiency requirements for certain civil servants and leaders in the education and science sectors. This was reported by the Ministry of Education and Science.

For the highest-level positions, including heads of local administrations and their deputies, a minimum B1 level according to the CEFR scale has been established.

The Common European Framework of Reference (CEFR) is an international system for assessing foreign language proficiency, dividing knowledge into six levels from A1 to C2 across three main groups: A, B, and C.

Leaders of universities and research institutions must have English proficiency at no less than B2.

For other positions, the required level will depend on the duties.

The government has also allowed English to be partially substituted with another official EU language, provided the level is not below B2.

The new rules will come into effect several years after the end of martial law and will apply only to specific positions.

The Ministry of Education and Science noted that the decision does not require additional expenses, but future candidates will need to confirm their English proficiency.
