Since January 2026, a government program has been in effect in Ukraine to reimburse the costs of retrofitting vehicles for veterans with disabilities. This initiative by the Ministry of Veterans Affairs is designed to ensure true accessibility and mobility for veterans in civilian life.
Eligibility for financial assistance is granted to individuals who have successfully completed training at accredited driving schools for people with disabilities and obtained the corresponding driver’s licenses. The maximum reimbursement amount is 70,000 hryvnias and covers actual expenses confirmed by fiscal documents. A mandatory requirement is the official registration of the adapted vehicle after January 1 of the current year.
The process of obtaining funds involves several sequential steps. First, you must independently select a certified service station with the appropriate experience and permits. Next, the vehicle owner must obtain approval from DerzhavtotransNDIproekt or the Main Service Center of the Ministry of Internal Affairs, perform the necessary technical work, and undergo certification by the authorized bodies. After successfully re-registering the vehicle, an application is submitted to the departments responsible for veteran policy within local administrations.
Along with the application, copies of the passport, tax ID number, veteran and driver’s licenses, vehicle registration certificate, and receipts for payment of service station fees must be submitted. Officials process the received data within three business days, and the compensation is credited to the applicant’s bank account five days after the funds are received by the local authority. If technical errors are found, the applicant has the right to resubmit the corrected documents.
