The Cabinet of Ministers of Ukraine has approved changes to the procedure for providing housing assistance to internally displaced persons (IDPs). The updated rules allow children among IDPs to receive housing support regardless of household income. The changes are also aimed at strengthening support for non-working individuals.
The initiative was developed by the Ministry of Social Policy, Family and Unity of Ukraine.
Payments for IDP children, regardless of parental income, will be accrued from 1 February 2026, provided that the relevant application is submitted by 1 May 2026. This decision is intended to ensure stable support for families who have lost their homes and income due to the war.
The changes also apply to non-working IDPs. Following an increase in the subsistence minimum, those whose payments were previously discontinued due to exceeding the income threshold will be able to submit documents for a reassessment of their eligibility for assistance.
In such cases, payments will be accrued from 1 January 2026, provided the application is submitted by 1 May 2026. If the application is submitted later, payments will be calculated starting from the month of submission.
The government has also extended the duration of assistance. The maximum period of payments, provided in six-month blocks, has been increased from four to five such periods. This will allow the most vulnerable categories of internally displaced persons to receive state support for an additional six months.
