Local Diagnosis as a Strategic Tool

 Ukrainian communities have received a unique self-assessment tool that allows them to evaluate the actual state of affairs on the ground not only through dry statistics but also through the direct experiences of residents. The “Community Development Success Index” project, implemented by ISAR Unity with the support of the European Union, the “MHP-Community” Foundation, and Info Sapiens, was an attempt to transform complex sociological data into a clear action plan for local self-government. The developers deliberately moved away from the traditional comparison of countries or large regions, focusing instead on the micro-level—specifically, individual towns and cities where people face the daily challenges of war and economic instability. This approach made it possible to create a detailed map of needs that is significantly more informative than national rankings, as it focuses on how community resources are actually converted into people’s well-being.

Methodology for synthesizing objective and subjective data 

The study is based on a combination of statistical indicators and the results of sociological surveys. The methodology encompasses over sixty indicators, divided into “hard” data from official reports and “soft” evidence from residents themselves (interviews). This approach revealed an interesting paradox: sometimes high community budget revenues do not guarantee people a sense of comfort or security. The researchers took into account the specific Ukrainian context by adding factors related to war risks to the analysis, which are absent in similar European indices. This allowed for the most realistic picture of life under constant threat, where success is assessed across eight key areas: from security and the economy to civic cohesion and the environment.

The issue of security emerged as an absolute priority for Ukrainians, receiving the highest weight in the index structure—19%. The analysis revealed significant regional disparities: while the Trostyanets community (Vinnytsia Oblast) demonstrates a high security score (81.18 points), border areas, such as the Lyubeshiv community, are in a zone of critical risk. A key finding was that residents assess safety not only by the absence of shelling but also by the effectiveness of local emergency services and the police. It is the security sector that has the greatest impact on the overall perception of quality of life, since without a basic sense of security, other community achievements in infrastructure or culture lose their value for people.

Social sphere and civic cohesion

The next most important factors were the social sphere (17%) and civic cohesion (16%). The study confirmed that the level of trust in local authorities and residents’ involvement in decision-making directly correlate with the overall level of success of the territory. High scores on the cohesion indicator often compensate for limited financial resources, allowing communities to adapt more quickly to crisis situations. The social block includes twenty different indicators, among which the readiness of communities to reintegrate veterans and the quality of services for internally displaced persons are of particular importance. This underscores the role of the community as the primary environment for social support and solidarity in times of trial.

Local optimism as a source of resilience

The psychological aspect of the study, which revealed the phenomenon of “local patriotism,” deserves special attention. The data indicate that residents view their community’s development path far more optimistically than the country’s overall trajectory. People have greater faith in positive local changes because they see the results of their own efforts and the work of local leaders within reach. This makes communities the primary source of social optimism and energy for recovery. The results allow each community leader to identify real weaknesses in their administration and understand exactly where to direct resources to achieve the greatest impact for people.

From measurement to real change

This tool was developed as an open system, available for use and adaptation by other regions for strategic planning. The practical value of the index lies in the ability to create a well-founded “roadmap” for development, where every step is based on real needs rather than assumptions. Measuring success ceases to be a theoretical exercise and becomes the foundation for developing effective local policies capable of changing the daily lives of Ukrainians. It is precisely through the strengthening of communities and the improvement of the quality of life at the local level that the path to nationwide resilience and the sustainable development of the entire state in the future lies.
