The Verkhovna Rada of Ukraine has adopted draft law No. 13071, which temporarily simplifies certain visa requirements for foreigners and stateless persons arriving in Ukraine for volunteer and humanitarian activities.

The decision is aimed at easing access to the country for international volunteers and humanitarian workers supporting Ukraine during the war.

The law provides that during the period of martial law, as well as for one year after its end, certain categories of foreigners will not be required to obtain a long-term visa. This applies to those arriving in Ukraine to participate in volunteer initiatives or work in humanitarian missions.

The measure simplifies the procedure for obtaining a temporary residence permit. Foreign volunteers and representatives of international organisations will be able to start their work in Ukraine more quickly, particularly in areas of humanitarian aid, support for those affected by the war, and community recovery.

The law does not apply to citizens of the Russian Federation.
