Students of higher education institutions in Ukraine will be able to receive academic scholarships regardless of the university’s ownership. The government has adopted a decision regulating payments for students of private universities who study under the state-funded system, Prime Minister of Ukraine Yuliia Svyrydenko said.

The decision concerns students whose education is financed by the state budget but who study at private higher education institutions.

Previously, the mechanism for awarding scholarships to this category was unclear, which led students to submit requests to state authorities.

Under the new rules, academic scholarships for such students will begin to be paid from 1 September 2026.

The minimum payment will amount to no less than UAH 4,000, which is twice the minimum scholarship level that was in place in 2025.

Funding for these scholarships has been allocated in the Ministry of Education and Science’s budget for 2026.

The decision is intended to ensure equal conditions for students studying at the state’s expense, regardless of whether they attend public or private universities.
