The Cabinet of Ministers of Ukraine has decided to transfer 1,592 confiscated freight wagons, previously owned by Russia, to state management for further use. The wagons will be integrated into Ukrzaliznytsia’s freight transport system.
The government has designated the State Property Fund of Ukraine as the body responsible for managing these assets. This decision enables the use of confiscated property of the aggressor state for the needs of Ukraine’s economy and defence.

The estimated value of the transferred wagons is around UAH 2.2 billion. Most of them are operational and can be used until the end of their service life. The wagons will primarily be used for freight transport, logistics, and defence support.
These wagons previously belonged to Russian entities under sanctions, including VEB-Leasing, the state development corporation VEB.RF, JSC State Transport Leasing Company, JSC Nord (a subsidiary of Sberbank Leasing), as well as other Russian companies in the financial and logistics sectors.
Before the full-scale invasion in 2022, these wagons were used to transport commercial cargo across Ukraine and the European Union. After the start of the hostilities, they remained in Ukraine, were seized, and subsequently confiscated as state property by a decision of the National Security and Defence Council.
