On 6 March 2026, the President of Ukraine, Volodymyr Zelenskiy, signed Law No. 4778-IX, which improves the civil protection system and introduces mandatory construction of shelters for all new residential and infrastructure projects.

The law provides for the creation of modern safety centres in communities, the integration of protective structure plans into urban planning documentation, and also includes:

  • establishing the legal framework for expanding the network of safety centres and classes;
  • including the formation of the civil protection protective structures fund in urban planning documentation at all levels;
  • clarifying the powers of state authorities and local self-government in civil protection and urban planning;
  • digitalising records, including certified emergency rescue and fire-rescue services;
  • eliminating terminological inconsistencies and outdated provisions in legislation.
