The Ministry of Social Policy, Family, and Unity of Ukraine has completed the development of a new Strategy for internally displaced persons (IDPs), which will soon be submitted for inter-agency approval. The Strategy covers the entire journey of IDPs – from evacuation to full integration within communities.
This was announced by the Minister of Social Policy, Family, and Unity of Ukraine, Denys Ulyutin, during the podcast “Budget Talks.”
According to him, the main need for IDPs remains housing, and the Strategy includes solutions that will allow people to have their own homes instead of prolonged stays in temporary accommodation facilities.
The document will also include a section on the return of Ukrainians from abroad.
Our approach is to avoid segregation and prevent tension between IDPs and those who are returning.

In parallel, a digital component of the Strategy is being developed – a web resource that will provide IDPs with step-by-step guidance, including the ability to self-declare evacuation, a list of temporary accommodation points (TAPs), and information on reintegration.
