Ukraine provides a 20% supplement to social benefits for residents of mountainous settlements, including IDPs

Citizens who live, work, or study in settlements with mountainous status are entitled to a 20% increase in social payments. This right also applies to internally displaced persons (IDPs) who have actually resided in such a community for more than six months. This was reported by the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets.

The allowance applies to pensions, scholarships, and all types of state social and material assistance.

To check whether a settlement is classified as mountainous, individuals can refer to the List of Mountainous Settlements of Ukraine, approved by Cabinet of Ministers Resolution No. 647.

To receive the allowance, citizens should contact the social protection authorities at their place of actual residence, the local territorial community, or administrative service centres. Further actions depend on the recipient’s status:

  • Pensioners should apply to the territorial offices of the Pension Fund at their place of residence for the allowance to be granted.
  • Employed individuals should contact the accounting department of their workplace.
  • Students should contact the educational institution where they are enrolled.

If the allowance is not granted or is refused without proper legal justification, this may indicate a violation of human rights.
