The Ministry of Internal Affairs of Ukraine has launched a new online section titled “Identification by Tattoo” on the state portal “Unified Window for Citizens.” The service was created to assist in the identification of persons who went missing under special circumstances.
The new section publishes sketches of tattoos recorded on unidentified bodies that were brought to territory controlled by Ukraine during repatriation and evacuation operations.
The idea behind the resource is to allow relatives or acquaintances to recognise distinctive tattoos and report them to law enforcement. Such information helps investigators identify the deceased more quickly.
The new section is located in the “Search” category on the “Unified Window for Citizens” portal. Users can browse the sketches and search for relevant information using several parameters:
- tattoo category;
- tattoo type;
- body part;
- where it is located on the body;
- text description.
Each sketch is accompanied by detailed information. This includes the image number, the category and type of the tattoo, its location on the body, a description, and the date of publication.
If a person recognises a tattoo that may belong to a missing relative or acquaintance, the Ministry of Internal Affairs (MIA) asks them to report it either via the hotline of the Commissioner for Persons Missing under Special Circumstances or by sending an email.
In the message, it is important to provide:
- the applicant’s details;
- a contact phone number;
- information about the missing person (full name, date of birth, relationship to the applicant);
- the tattoo sketch number and any other details that may help identify the person. If possible, a photo of the missing person’s tattoo should also be attached.
The MIA also recommends submitting a separate form about the missing person through the same portal, in the “Submission of Forms” section.
This form allows users to specify distinctive features such as tattoos, scars, call signs, and other details that may assist in identification. Investigators use this information during the search and to establish the fate of the missing person.
The project was implemented with the support of the international programme Partnership Fund for a Resilient Ukraine. Professional graphic designers were involved to process photographs and create tattoo sketches for publication in the section.
