The Ministry of Social Policy, Family and Unity of Ukraine is allocating a subsidy of 1.5 billion UAH for the arrangement of temporary housing and the purchase of houses in rural areas for internally displaced persons (IDPs). The procedure and conditions for providing the subsidy were approved by the Cabinet of Ministers of Ukraine during a meeting on 6 March.

It is expected that 1 billion UAH will be directed towards the repair, renovation and modernisation of temporary accommodation for IDPs, while another 500 million UAH will be used to purchase housing in rural areas.

The mechanism for acquiring houses will be determined within a month after the Resolution comes into force.

The subsidy will be distributed among regional budgets: 70% proportionally to the number of IDPs in the region and 30% proportionally to the number of temporary or supported housing units.

The funds can also be used to purchase building materials and modular houses for the creation of settlements in frontline regions. It is noted that 20% of all renovated or refurbished premises must meet accessibility requirements for people with disabilities and for those with limited mobility.

Eight regions – Dnipropetrovsk, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv – excluding settlements located in active combat zones, can receive the subsidy fully funded by the state budget.

Other regions can expect co-financing: 90% from the state budget and 10% from local budgets.

Last year, the Ministry allocated almost 536 million UAH in subsidies, which made it possible to carry out repair works in 146 facilities for IDPs.
