Now Covering 352 Settlements – NGOs Launch an Online Humanitarian Coordination Platform for Ukraine’s Frontline South

On the frontline territories of the Mykolaiv and Kherson regions, civil society organizations and international donors have launched an online platform designed to coordinate and deliver humanitarian assistance. The system currently covers 352 settlements, reaching nearly 89% of the territory of de‑occupied communities in the southern region.

According to the organizers, “the platform functions as a direct digital bridge between those who need support and the international organizations able to provide it.”

Local residents serve as the primary source of information: community elders, medical workers, librarians and land managers submit operational updates about the actual situation in their villages. Each request undergoes a multi‑stage verification process using several data points before appearing in the virtual Community Office. This approach prevents duplicated assistance and ensures transparency in resource distribution.

Since the launch of the project in 2023, partners have successfully processed and fulfilled over 3,000 requests. Data shows that medical needs, access to clean water, hygiene supplies and housing repairs remain the most critical areas. The system automatically notifies informants about any status changes, allowing communities to track every stage of request fulfillment in real time.

In 2026, the platform is expanding its functionality with interactive service mapping. This upgrade will help local authorities identify available resources and pinpoint critical gaps more accurately.

The project is implemented by the Legal Development Network in cooperation with the Czech humanitarian organization People in Need and with support from the UK Government.
