Parliament approves compensation for health damage to critical infrastructure workers due to the war

On 25 February, the Verkhovna Rada of Ukraine adopted in the first reading draft law No. 14303, which provides for a one-off financial compensation for damage to health for employees of critical infrastructure, the civil service and local self-government bodies.

The decision was supported by 293 Members of Parliament.

The document expands the range of individuals eligible for payments. It covers employees of critical infrastructure facilities, including those in the energy, transport, communications and other strategic sectors, as well as their branches.

Compensation will also be available to individuals who sustained injuries directly at such facilities, even if they were not employed there.

The draft law also includes those involved in the construction and maintenance of military fortifications.

Applications for assistance may be submitted throughout the entire period of martial law and for three years after its termination.

Separate provisions introduce a mechanism for additional payment if, following a repeated medical assessment, a person is assigned a higher disability group. In such cases, the difference between the amount already received and the new compensation amount will be paid.

It is also specified that the liquidation of an enterprise or the absence of a facility from the relevant register cannot serve as grounds for refusing compensation.
