A draft law has been registered in the Verkhovna Rada of Ukraine proposing to grant the status of a child affected by hostilities and armed conflict to all Ukrainian citizens under the age of 18.

The initiative seeks to change the current approach by making this status universal, without the need to prove individual circumstances or provide documentary evidence of specific events.

The author of the bill, Member of Parliament Anastasiia Liashenko, argues that the full-scale war affects all children living in Ukraine, regardless of their region, displacement status or proximity to active combat.

The explanatory note states that the war creates not only physical threats for children but also profound psychological and social challenges that are felt across the country.

Air raid alerts, interruptions to education, forced changes to daily routines and constant uncertainty are regarded as traumatic factors.

The draft law proposes broadening the definition of a child affected by war to include not only cases of physical injury but also the psychological, social and educational consequences of armed aggression.

If adopted, the status and the related social guarantees would apply to all children growing up under martial law.
