Ukrainians can submit an application for forced displacement abroad to Diia

The Diia application has introduced a new claims category, A1.2 “Forced displacement outside Ukraine”. Ukrainian citizens who were compelled to leave the country after 24 February 2022 or were unable to return home due to Russian aggression may submit a claim for compensation in connection with forced displacement outside Ukraine.

Applications may be submitted by adult citizens of Ukraine. Parents are entitled to file a claim on behalf of their child.

To sign the application, a Diia.Signature or a qualified electronic signature (QES) is required. If a person has previously submitted a claim for internal displacement under category A1.1, this does not prevent them from applying under category A1.2 as well.

When completing the form, applicants must provide details of the circumstances that forced them to leave Ukraine, information about crossing the border or the reasons preventing their return, details of temporary shelter abroad, and information about any additional citizenship, if applicable.

Applicants may attach documents or other supporting evidence to ensure their account of forced displacement is recorded as fully as possible.

The new service is implemented by the Ministry of Digital Transformation of Ukraine and the Ministry of Justice of Ukraine. The development of the functionality is carried out within the framework of the project “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT), implemented by Eurasia Foundation with funding from UK Dev, and in cooperation with the Swiss-Ukrainian EGAP Programme.

The partner of the UK DIGIT project and implementing organisation of the EGAP Programme is the East Europe Foundation.
