Key points

The Cabinet of Ministers of Ukraine has adopted a resolution introducing amendments to government decisions of 3 June 2020 No. 483 and 28 April 2021 No. 630, which regulate the procedure for leasing state and municipal property.

The resolution was developed by the Ministry of Youth and Sports of Ukraine. Its purpose is to improve the mechanisms of financial support for youth centres and civic initiatives working with teenagers and young people in communities by creating a more flexible model of access to premises owned by the state or municipalities.

The amendments provide for the possibility of leasing such property without an auction to youth and children’s public organisations that cooperate with public authorities in implementing youth policy programmes.

A separate mechanism has been defined for youth centres as non-profit institutions of state and municipal ownership. The decision applies to property not included in the First Type List and which may be used for educational, civic and awareness-raising initiatives.

It is expected that the new mechanism will enable communities to use available resources more effectively, open spaces for working with young people and support initiatives related to non-formal education, volunteering and civic engagement.
