The Cabinet of Ministers of Ukraine has adopted a decision to expand access to free dental prosthetics and planned dental care services. From now on, the programme will also be available to people with disabilities resulting from the Chornobyl nuclear power plant accident, as well as those classified as Category 1 victims, including individuals suffering from radiation sickness. This was reported by the Ministry of Health of Ukraine.
The programme was launched in 2024 and initially targeted service members and veterans of the Russian-Ukrainian war.
In its first year, more than 21,000 people benefited from free dental prosthetics and/or planned dental care.
In 2025, the programme was significantly expanded to include foreign service members and stateless persons serving under contract in the Armed Forces of Ukraine, the Defence Intelligence of the Ministry of Defence, the State Special Transport Service and the National Guard of Ukraine, as well as individuals who survived captivity.
According to the Ministry of Health, in 2025 more than 108,000 citizens received at least one of the services. Planned dental care was provided to 102,970 patients, while 25,693 people underwent free dental prosthetics.
In 2026, more than UAH 1.1 billion has been allocated for the implementation of the programme under the Medical Guarantees Programme. In just the first six weeks of 2026, over 1,100 patients received free dental prosthetics and more than 7,100 people obtained dental care.
Dental prosthetics under Package No. 66 are available at 207 medical facilities across the country, while planned dental care under Package No. 67 is provided at 518 facilities.
Patients can choose a medical provider via the electronic map on the website of the National Health Service of Ukraine.
To receive the services, a patient must:
- apply to a healthcare facility that has a contract with the NHSU for the relevant service package;
- obtain a referral from a dentist;
- submit the required documents;
- complete an application for the service.
