One minute of silence every day. Why did the state enshrine memory in law?

The Verkhovna Rada of Ukraine has finally enshrined the status of a nationwide minute of silence in law. Parliamentarians supported in the second reading bill No. 14144, which gives official permission to state authorities and local self-government bodies to use the national alert system to announce the beginning and end of the ritual every day at 9:00 a.m. The document was voted for by 260 MPs, so soon the commemoration of fallen soldiers, volunteers, medics, and civilians will become an integral part of the official daily schedule. In addition to the daily tradition, the law also establishes the annual “Light a Candle” campaign on the Day of Remembrance for the Victims of the Holodomor.

Transforming silence into a social contract

Even before the law was passed, the morning silence had gone beyond formal protocol, becoming a conscious act of unity. Among those who initiated and spread this tradition are members of the public organization “Vshanu” (Honor). Today, the minute of silence is a symbolic unifying action, open to a wide range of society regardless of political views or religion. This ritual is designed to preserve the memory of the Russian-Ukrainian war and remind everyone of the price of the common struggle for independence.

The overall goal of this process is to foster a sense of community and understanding that the sacrifices were not in vain. The organizers of public initiatives emphasize the importance of the slogan “Remember the fallen – help the living,” because silence alone will not win the war, but it serves as a daily reminder of the need to support the army.

Etiquette of commemoration and internal dialogue

The ritual involves a complete cessation of movement and activity for a short period of time. At this moment, it is worth putting aside your affairs, standing up, bowing your head, or placing your hand on your heart. This is a time for internal dialogue, when people mentally turn to their deceased acquaintances, remember their names, or reflect on their own contribution to victory.

The synchronization of actions in cafes, offices, and on the streets creates a powerful shared experience. When the whole city freezes, it allows you to feel the physical presence of like-minded people nearby. This practice fosters a culture of remembrance, transforming abstract grief into the personal responsibility of the living to the dead. This idea is being spread among Ukrainians and business representatives by participants in the “Honor” movement.

Integration into business processes

Ukrainian businesses are increasingly integrating moments of silence into corporate ethics, demonstrating social responsibility. Companies realize that the war has affected everyone, so honoring the memory of colleagues and defenders is becoming part of their internal culture. The ritual is implemented through visual and audio reminders, voice announcements in offices, and themed posters.

Online businesses are also finding appropriate solutions, suspending website operations at 9:00 a.m. or sending push notifications in apps. Service establishments often shift their opening time to 9:01 a.m. so that employees and visitors can devote this time to commemoration. Communication with customers at such moments is based on the principles of openness and explanation, with staff setting an example of dignified behavior.

The psychology of perception and overcoming barriers

The introduction of traditions sometimes encounters psychological resistance or misunderstanding. The NGO “Vshanuy” advises avoiding coercion, focusing instead on voluntariness and explaining the value of the ritual. Employees who find it difficult to participate due to personal trauma are given space to experience their emotions at their own pace. At the same time, companies clearly articulate their position, emphasizing that a moment of silence is part of their values.

Daily repetition of the names of heroes and awareness of the enemy’s presence allows us not to lose our bearings in the long struggle. It is a moment of faith that despite the aggressor’s attempts to break the Ukrainians, life goes on, and work and everyday affairs take on a new, deeper meaning thanks to those who hold up the sky.
