The Cabinet of Ministers of Ukraine has approved amendments to the Law “On the Statute of Garrison and Guard Services of the Armed Forces of Ukraine”, introducing an official military farewell ceremony during the installation of cenotaphs for fallen Ukrainian service members who have been declared deceased by a court, but whose bodies have not been found.

Under current legislation, a burial with military honours may be conducted only if the body of the deceased is present. In cases where the body has not been recovered, families may install a cenotaph – a symbolic memorial marker without burial.

The amendments are intended to regulate the procedure for rendering military honours at the site where such a symbolic memorial is installed.

The Ministry for Veterans Affairs stated that the Statute will be supplemented with a formal procedure for conducting the military ceremony.

These changes will allow families to install a memorial structure with military honours and create a symbolic place of remembrance for their loved one.
