Combat veterans who re-enrol in higher education institutions on state-funded places will not be required to reimburse the cost of previously incomplete studies. This provision is included in the draft Admission Procedure for Higher Education Institutions for 2026.
The document stipulates that the requirement to compensate for prior studies when applying for bachelor’s and master’s programmes will not apply to combat veterans.
The provision also covers individuals entering military service as cadets at higher military educational institutions, military training units within higher education institutions, as well as those enrolling as cadets at institutions with specific training conditions.
Separate special admission conditions are also предусмотрed for combat veterans.
They may take part in the competitive selection process without sitting the National Multi-Subject Test, the Unified Entrance Exam, or the Unified Professional Entrance Test.
For such applicants, admission decisions will be based on the results of an interview conducted at the higher education institution to which they apply.
