In 2025, the state purchased housing for 124 family-type children’s homes for UAH 712 million. This was announced during Question Time to the Government by Denys Ulyutin, Minister of Social Policy, Family and Unity.
As of 1 January, there are more than 59,000 orphans and children deprived of parental care on the primary register. Of these, more than 56,000 have already been placed in family-based care.
According to the minister, in 2025, financial support for foster parents and foster carers was increased, and state guarantees for orphans who continue their education after reaching the age of majority were expanded.
At the same time, we are introducing the “Family Home” service, which is an alternative to institutional care in 12 regions. This model is as close as possible to family life, with a focus on returning the child to their family or preparing them for independent living.

The minister also reported temporary difficulties with calculating payments for foster families and family-type children’s homes. According to him, during the first half of the year, problems were recorded in 102 foster families out of 2,715 and in 73 family-type children’s homes out of 1,318.
The reasons are related to procedural issues – incomplete sets of documents, lack of confirmation of residence, change of family status, technical errors or delays in data exchange.
To resolve the situation, weekly monitoring has been introduced with the participation of the State Service for Children and the Pension Fund of Ukraine. Separate work is being carried out with the Ministry of Foreign Affairs to clarify data on children who are abroad.
Currently, payment issues remain in 5 foster families and 3 family-type children’s homes abroad, with whom communication is ongoing to update documents and resume payments.
