The Verkhovna Rada of Ukraine has passed in the second reading government bill No. 12353, which establishes rules for the mandatory evacuation of the population from areas of active combat operations. This was reported by the Ministry of Internal Affairs.
The document defines the mechanism for organizing such measures, the procedure for making decisions, and the categories of people who will be subject to evacuation, including children, persons with disabilities, and the elderly.
Key provisions of the adopted law:
- Decisions on the mandatory evacuation of the population from settlements located in areas of active or possible combat operations are made by military administrations at the proposal of the military command of the relevant territory;
- Mandatory evacuation of children is carried out together with one of the parents, a guardian, or another legal representative. The process is organized by the guardianship and custody authorities with the involvement of the National Police;
- Decisions on the forced evacuation of children are made by military administrations at the initiative of the military command and in agreement with the Coordination Headquarters for Evacuation Measures;
- If a settlement is located in an active combat zone and parents refuse to evacuate their children, the National Police will transport them to safe regions and then transfer them to the guardianship authorities in a safe territory;
- In settlements where mandatory evacuation has been declared, restrictions on entry and stay may be imposed.
Deputy Minister of Internal Affairs of Ukraine Bohdan Drapiaty noted that the draft law had been agreed upon and refined for over a year in order to develop the best solutions for protecting people, especially those who, due to their age, cannot take care of their own safety.
