In January 2026, the Ombudsman’s Office received 11,312 complaints from citizens. This was reported by Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights.
Most often, citizens reported violations of:
- civil rights – 10,269 appeals concerning the right to appeal and access to information, judicial protection, as well as freedom and personal inviolability;
- economic rights – 1,994 appeals concerning delays or non-payment of wages, pensions, and other state-guaranteed payments;
- social rights – 1,455 appeals related to medical care, access to education, social guarantees, and basic services for various categories of the population;
- children’s rights – 553 appeals regarding proper care and custody, safety, access to education, and protection from violence.
In addition, 19,109 separate issues were raised in the appeals. Most often they concerned:
- the rights of military personnel, veterans, prisoners of war, and their families – 6,420;
- the right to appeal, access to information, and protection of personal data – 1,750;
- compliance with procedural rights and conditions of detention – 1,693;
- violations of the rights of people affected by the armed aggression against Ukraine – 1,383.
According to Lubinets, people turn to the Ombudsman’s Office when other means of protecting their rights have proved ineffective.
