The assistance applies to specialists in the fuel and energy complex, housing and communal services, and Ukrzaliznytsia who were involved in the elimination of the consequences of Russian shelling and accidents in January 2026. The form of ownership of the enterprises is irrelevant.
The ministry notes that it has already submitted to the Ministry of Digital Transformation a list of heat, water supply and wastewater disposal companies whose employees participated in the recovery work.
Currently, there are 157 companies with about 6,500 utility workers. In addition, 623 railway workers are to receive the bonus.
The additional payment of UAH 20,000 is provided for each month of participation in restoration work in January, February and March 2026. The first payments are expected by the end of next month after the lists are submitted.
The procedure for calculating payments stipulates that:
- The Ministry of Community and Territorial Development and the Ministry of Energy shall submit a list of enterprises eligible for the programme to the Ministry of Digital Transformation by the 5th day of each month;
- after that, company managers or authorised persons submit lists of employees with the necessary data, including bank details and telephone numbers, via the Diia portal between the 6th and 15th of the month;
- confirmation of participation is sent to employees in Diia, after which the funds are transferred directly to their bank accounts.
The programme will be financed in 2026 from the state budget reserve fund.
