During monitoring of the conditions of accommodation for internally displaced persons in Zakarpattia, a building was found that is completely ready for occupancy but is not actually being used to house IDPs. This was reported by the Ombudsman of Ukraine, Dmytro Lubinets.
My representative in Zakarpattia, Andrii Kryuchkov, during monitoring, found another house in the village of Dubrynychi that was completely ready for IDP accommodation but was in fact inaccessible.

The residential facility, equipped with the support of the Ukrainian Red Cross Society, was not included in the official registers of temporary accommodation, as the community informed the regional military administration that the facility was allegedly not ready.
As a result, the premises are not being used, despite the urgent need to accommodate IDPs from frontline regions.
According to the Ombudsman, this is not the first such case in this community. Previously, another building designed to accommodate approximately 100 people was found to have been leased for commercial use instead of being used to house internally displaced persons.
Such behavior by local authorities appears to be a consistent practice that undermines the trust of both society and international partners.

It is noted that response documents have already been sent to the Transcarpathian Regional Military Administration and the Dubrynytsia Village Council with a request to include the building in the official lists of temporary accommodation facilities and to ensure that IDPs are settled there.
