The Ministry of Education and Science of Ukraine proposes to change the rules for admitting applicants to higher education institutions in 2026 by reducing the maximum number of applications that an applicant can submit.

The changes are being discussed as part of the preparation of the Procedure for Admission to Higher Education in 2026.

Currently, applicants have the right to submit up to 15 applications, but the new draft admission procedure proposes to reduce this number to 10.

The reduction in the maximum number of applications is explained by the fact that last year, the share of applications submitted from the 11th to the 15th accounted for less than 1% of the total.

It is noted that the relevant changes will only optimise the process of admission to universities and colleges, without affecting the basic rights of applicants to choose specialities and institutions at their own discretion.

The new admission procedure still requires final approval.
