The Ministry of Education and Science submits a new educational programme for primary schools for discussion

The Ministry of Education and Science of Ukraine has proposed a draft Standard Educational Programme for grades 1-4 of general secondary education institutions for public discussion.

The document was developed on the basis of the updated State Standard for Primary Education to ensure a renewed approach to teaching children in primary grades.

Teaching under this programme for first-grade pupils is to start on 1 September 2028. It will be implemented in:

  • general secondary education institutions with instruction in Ukrainian;
  • schools and classes where the language of an indigenous people or national minority is used alongside the state language;
  • special institutions and special classes;
  • general secondary education institutions that provide inclusive education.

The draft Standard Education Programme explains how the requirements of the standard should be implemented in the practical work of schools and will serve as the basis for the creation of model curricula and textbooks for grades 1-4. The document defines:

  • the total workload for primary school, divided into an adaptation and play cycle in grades 1 and 2 and a basic cycle in grades 3 and 4;
  • recommendations for organising the educational process and assessing learning outcomes;
  • model curricula for classes taught in Ukrainian, national minority languages, and for pupils with special educational needs;
  • requirements for the structure of model curricula and teaching programmes.

The public discussion will last until 18 February 2026. Primary school teachers, school administrators, the educational community, parents and all interested parties are welcome to participate.
