The Ministry of Veterans Affairs of Ukraine has begun forming the Council of Veterans of the War for Ukraine’s Independence, an advisory body under the ministry created to ensure the active participation of veterans in the development of state policy on veterans.
The council will serve as a platform for dialogue between the ministry and the veteran community.
The body will assist the Ministry of Veterans Affairs in the following areas:
- formulating and implementing state policy in the field of support for veterans;
- protecting their rights and interests;
- taking into account the needs of the families of deceased defenders;
- developing decisions and recommendations taking into account the positions of veterans’ public organisations.
The Council is planned to include one representative from each region, who will be elected at regional meetings.
Veterans who are members of public associations in their regions, Kyiv, or active all-Ukrainian veterans’ organisations with at least six months of experience are eligible to become candidates for membership of the Council.
To participate in the selection process, candidates must submit the following documents to the regional military administration:
- application form;
- decision of the veterans’ public association to delegate the candidate;
- biographical information;
- copy of veteran’s certificate or extract from the Unified State Register of War Veterans.
It is also necessary to provide an extract from the register of the territorial community of residence, a letter of support signed by at least 30 combatants, a certificate of no criminal record, a motivation letter and consent to the processing of personal data.
To participate in the vote, participants in regional assemblies must submit the following to the regional military administration:
- an application;
- a copy of their veteran ID (electronic or paper) or an extract from the Unified State Register of War Veterans;
- an extract from the register of the territorial community regarding their place of residence or stay;
- written consent to the processing of personal data.
Candidates will be selected by veterans – participants in regional assemblies, as well as people with disabilities resulting from the war. Voting will be possible offline during regional assemblies or through online rating voting.
After that, regional military administrations will submit the selected candidates, and the Ministry of Veterans Affairs will approve the composition of the Council.
It is noted that the creation of the Council should strengthen the participation of veterans in the formation of social and project decisions, make the policy of the Ministry of Veterans Affairs more open and take into account the real needs of veterans, their families and communities.
