The government has updated the rules for state assistance to families with children

Key points:

  • The government has updated the procedure for state assistance to families with children.
  • The changes are aimed at simplifying the application process and reducing the time it takes to process cases.
  • The new rules provide for simplified document flow.
  • The update should facilitate access to social benefits for families across the country.

The Cabinet of Ministers approved Resolution No. 1805 of 31 December 2025, which provides for new rules for supporting families with children.

The new rules are aimed at facilitating access to social benefits and creating conditions for combining parenthood with professional activities.

The changes concern the mechanisms for obtaining state assistance:

  • in connection with pregnancy and childbirth;
  • at the birth of a child;
  • for caring for a child until he or she reaches the age of 1;
  • for caring for a child within the framework of the “eYasla” programme.

Now, applications for payments will be submitted through the Pension Fund of Ukraine. The mother or legal representative of the child will be able to:

  • apply in person to the PFU service centres with a paper application
  • or submit it online – through the web portal of electronic services or the Pension Fund’s mobile application.

It should be noted that the application must comply with the single standard approved by Resolution of the Cabinet of Ministers No. 765.

Another key change is the procedure for receiving funds. Payments related to pregnancy, childcare for children under 1 year of age, and within the framework of the “eYasla” programme will be credited to a special account linked to the ‘Diia.Card’ opened at an authorised bank.

This is the account that must be specified when submitting an application for assistance.

The update is expected to reduce the time needed to process applications and decrease the amount of paper documentation required, which should facilitate interaction between families and social protection authorities.
