Blackout Without an Attack: How the аварія Affected Ukrainian Cities

The situation with electricity supply, which worsened on Saturday morning due to a technological failure, has been stabilized. Two power lines between Romania and Moldova, as well as elements of the grid within Ukraine, were temporarily taken out of operation. The causes of the failure are still being investigated. There is no confirmation of external interference or a cyberattack. The main working version points to ice buildup on the lines caused by weather conditions and automatic shutdowns.

The most serious consequences were recorded in Kyiv and central regions, including Vinnytsia, Chernihiv, Kharkiv, and Sumy oblasts. Emergency crews were deployed immediately. Over the course of the day, energy workers restored the system to the levels seen before the incident. Stabilization and further restoration of supply are currently ongoing.

In Kyiv, the failure led to the shutdown of water and heat supply systems. Mayor Vitali Klitschko said the city is gradually restoring critical life-support services. Water supply has already been restored on the left bank of the city. In the Holosiivskyi, Pecherskyi, and Shevchenkivskyi districts, water is being supplied at reduced pressure. A total of 3,419 apartment buildings remain without heating, mostly on the right bank of the capital. Municipal services and energy workers continue repair efforts.

In Kyiv and Kharkiv, the emergency power outage also affected metro operations. Train traffic was suspended due to the loss of power. In Kyiv, some trains stopped in tunnels between stations. One train halted about 100 meters from Vokzalna station, while another stopped about one kilometer from Vydubychi station. Rescuers, together with law enforcement officers, escorted passengers safely to the stations. In total, 481 people were assisted.
