In Ukraine, employers may be prohibited from reducing salaries without the consent of employees

On 26 January 2026, draft law No. 14402 was registered in Ukraine, prohibiting employers from unilaterally changing the terms of remuneration specified in the employment contract.

The draft law provides for amendments to the Labour Code and the Law of Ukraine “On Remuneration”.

The document prohibits employers from using changes in legislation as a pretext for reducing salaries, strengthens the contractual nature of labour relations, provides employees with additional arguments in labour disputes and reduces the risk of unilateral revision of salaries, bonuses, additional payments and coefficients.

This applies in particular to:

  • contractual employment agreements;
  • managers, specialists and employees with individually agreed terms of remuneration;
  • situations where changes in state regulations occur without compensation mechanisms.

The law is expected to come into force on the day following its publication, i.e., if adopted, it will take effect immediately, without a transition period, which will require rapid adaptation by employers.
