Ukraine has created an electronic register of immovable monuments

The Cabinet of Ministers of Ukraine approved a resolution on the creation of an electronic system called the State Register of Immovable Monuments of Ukraine, which is to become the new standard for recording cultural heritage and replace paper records with a digital database.

The initiative was launched by the Ministry of Culture, and the experimental phase of the project will last two years from the date the resolution comes into force.

The State Register of Immovable Monuments of Ukraine will combine data on:

  • cultural heritage sites of national and local significance;
  • newly discovered monuments;
  • world heritage sites and their buffer zones;
  • historic areas of settlements;
  • historical and cultural reserves and protected areas;
  • monument protection zones.

The State Register of Immovable Monuments is a transition from paper records to systematic digital protection of our cultural heritage. We are creating a unified, transparent and secure database. It will allow us to store information about monuments, manage them effectively and protect cultural heritage sites from illegal encroachment.

The introduction of the register also provides for:

  • the transition to digital accounting of immovable cultural heritage objects;
  • the formation of a List of Cultural Heritage Objects in accordance with the Law of Ukraine “On the Protection of Cultural Heritage”;
  • cartographic visualisation of the location of monuments and their protection zones with defined modes of use.

Data can be searched by coordinates, and the system will provide electronic information exchange with other state resources, particularly in the field of geospatial data.
