In just its first month of operation, the Vector educational platform brought together a community of over 23,000 educators from all over Ukraine. These are teachers and heads of educational institutions who have joined a new model of professional development, where professional development is determined by the personal choice of the educator, rather than by centralised decisions.
Vector has become a key tool for implementing the “Money Follows the Teacher” policy. Under this approach, the state does not assign mandatory courses, but gives teachers the opportunity to independently choose training programmes and pay for them with state funding. Each participant receives a virtual account from which they can allocate funds to selected educational services.
The pilot project is aimed at 100,000 educators — teachers, principals and deputy principals working in grades 7–9 of the New Ukrainian School and pilot grades 10 of senior specialised schools in the 2026–2027 academic year. Personal accounts have already been opened on the platform, where teachers can complete a self-assessment, prepare for verification, and apply to participate in the pilot.
Starting 26 January, professional development providers have been able to submit their programmes for participation in the pilot launch. After verification, these programmes will become available on the platform. It is expected that as early as March, teachers and school administrators will be able to select courses and pay for them with state funds.
