The government has approved the distribution of subsidies to local budgets under the Ukraine Recovery Programme III. The total amount of funding is UAH 740.3 million. The funds will be used to implement 119 recovery projects in communities across the country with the support of the European Investment Bank.
Funding is provided for the restoration of social and critical infrastructure, primarily in regions that have suffered the most damage as a result of the war. This includes healthcare facilities, water supply and sanitation systems, as well as measures to improve the energy sustainability of communities.
According to the Deputy Prime Minister for the Recovery of Ukraine — Minister of Community and Territorial Development, the funds will be directed towards projects that have a direct and tangible impact on people. The focus is on hospitals, critical infrastructure and solutions that increase the ability of communities to function steadily during and after the war.
Within the approved funding package, the largest share is allocated to projects in the field of water supply and sanitation. Initiatives in the field of healthcare and energy sustainability will also receive support. In total, the projects cover 21 regions of Ukraine.
The selection of initiatives in 2025 was carried out through an open competition using the DREAM digital system. The process involved online review of applications and open access to information about each project to ensure transparency and accountability in the use of funds.
The Ukraine Recovery Programme III is being implemented under a financial agreement between Ukraine and the European Investment Bank. It provides for the allocation of €100 million for the restoration of social infrastructure and housing and communal services in the affected regions.
